Jacques Initiative's Test & Treat Partnership Awarded

May 25, 2026

Shakima M. Davey, MSW, LCSW-C, CPM and Genevieve Beninati, Nurse Practitioner

Hampden Health Solutions at the Rail, Inc. has been selected as the recipient of this year's Patty Brown Innovation Award, presented by CRISP — the Chesapeake Regional Information System for our Patients — Maryland's state-designated health information exchange.

The award was accepted on behalf of JACQUES Initiative (JI) by Shakima Davey, LCSW-C, Program Director at JI, the community health outreach and engagement program of the Institute of Human Virology (IHV) at the University of Maryland School of Medicine.

“Improving health outcomes requires meeting people where they are and this partnership demonstrates that. Through this collaboration, JI provided HIV testing to 76 individuals, Hepatitis C testing to 48 individuals, linked patients to treatment services, and helped individuals achieve cure from Hepatitis C,” said Shakima Davey. “Two individuals achieved sustained virologic response. These results represent more than numbers, they represent lives reached, barriers reduced, and meaningful progress towards improved health outcomes in our communities.”

The Patty Brown Innovation Award recognizes an individual or team that contributes to advancing health care in Maryland. Recipients must be innovative in the ways in which they collaborate with people and organizations across the health care continuum and demonstrate strategic thinking in their approach. Past recipients have included teams addressing infection control in skilled nursing facilities, mobile integrated health programs in West Baltimore, and community paramedicine initiatives — all representing the highest standard of patient-centered innovation across the state.  The award winner is announced each year at CRISP's Annual Virtual Summit, which brings together thousands of physicians and healthcare workers throughout Maryland for lectures, symposiums, educational tools, and continuing medical education (CME) opportunities.

The award recognizes the community-embedded Test & Treat partnership operating at BD Health’s Hampden Health Solutions at the Rail site. Hampden Health Solutions at the Rail serves adults and young adults seeking outpatient treatment for substance use disorders, including opioid addiction, and provides HIV/AIDS education, counseling, and support. The co-location of HIV testing and treatment services within a substance use disorder clinic is a model of integrated, wraparound care – reducing barriers to accessing HIV services for one of Baltimore's most vulnerable populations.

This Test and Treat model puts the mission of the JACQUES Initiative into practice. Through JI’s community-embedded clinic at BD Health’s Hampden Health Solutions, individuals receive HIV and Hepatitis C screening and education from JI’s outreach team, as well as treatment services provided by JI’s CRNP, Genevieve Beninati. JI’s outreach team also offers care navigation, linkage to care, and supportive services to help individuals access and remain engaged in treatment

This recognition is a testament to what is possible when community organizations, healthcare providers, and research institutions work together toward a shared goal. Congratulations to BD Health’s Hampden Health Solutions at the Rail and the entire JI team — and a special thank you to Genevieve Beninati, CRNP for her dedication and commitment to patient care.
